Azerbaijan and Slovenia Sign Memorandum to Boost Energy Cooperation

JULY 30, 2025

A new Memorandum of Understanding (MoU) between the energy ministries of Azerbaijan and Slovenia outlines key areas for enhancing bilateral cooperation in the energy sector, according to Slovenia’s Ministry of Environment, Climate and Energy.

The agreement prioritizes five main directions, with the central goal being to foster closer collaboration between national gas companies — Azerbaijan’s SOCAR and Slovenia’s Geoplin — in order to ensure secure and continuous natural gas trade, while establishing a strategic energy partnership.

The MoU also supports joint efforts to strengthen energy security and diversify gas supply routes to Europe, with an emphasis on advancing the Southern Gas Corridor and engaging in relevant infrastructure projects.

Expanding renewable energy and clean technology development — particularly hydrogen energy — is another major focus. The memorandum encourages knowledge-sharing and cooperation on digitalization of energy systems.

Additionally, the agreement seeks to deepen collaboration under the existing EU-Azerbaijan Partnership and Cooperation Agreement, aligning with broader EU energy initiatives and climate commitments under the UN Framework Convention on Climate Change and the Paris Agreement.

The Slovenian ministry noted that the memorandum is non-binding and does not establish a specific implementation roadmap or deadlines.

The MoU was signed on April 4, 2025, in Baku, during the 11th Ministerial Meeting of the Southern Gas Corridor Advisory Council and the 3rd Ministerial Meeting of the Green Energy Advisory Council.
