Orta Asya Investment Holding Signs Landmark $10 Billion Energy Deal in Kyrgyzstan

Orta Asya Investment Holding, a key subsidiary of Ihlas Holding, has finalized major agreements with Kyrgyzstan’s Ministry of Energy for energy projects totaling up to $10 billion. The signed contracts include a 20-year operation license and a state-backed purchase guarantee for the electricity generated.

The deal covers the development of two large-scale hydroelectric power plants — the 912 MW Kazarman and the 1,305 MW Kokomeren projects — which together will boast a total installed capacity of 2,217 MW. These projects are set to reshape Central Asia’s energy landscape while supporting key international corridors, including Zangezur, the Belt and Road Initiative, and the Middle Corridor.

The agreement builds on preliminary protocols signed during the Organization of Turkic States summit in Bishkek last November, where Turkish President Recep Tayyip Erdoğan and Kyrgyz President Sadyr Japarov were present. The finalized contracts reaffirm governmental support from both Türkiye and Kyrgyzstan and include provisions for international arbitration.

At the signing ceremony held at the Kyrgyz Ministry of Energy, Minister Taalaybek Ibrayev praised Orta Asya Investment Holding for its transparent and internationally compliant investment approach. He noted that the country had previously faced severe power shortages, which have improved under recent reforms and will now take a significant leap forward with these new projects.

Ahmet Mücahid Ören, Chairman of the Board for both Ihlas Holding and Orta Asya Investment Holding, reflected on Türkiye’s similar past struggles with electricity infrastructure. He emphasized the importance of not only building power plants but also developing sustainable management systems. Drawing from previous experiences in Turkey’s power distribution sector, Ören said their goal is to implement a robust model for energy delivery and oversight in Kyrgyzstan.

These hydro projects mark a pivotal move toward regional energy security and stand as a symbol of deepening strategic cooperation between Kyrgyzstan and Türkiye.
