Shafag Solar Project in Azerbaijan Advances on Track, Unearths Ancient Site

The Shafag (Jabrayil) solar project, a collaboration between BP, SOCAR Green, and the Azerbaijan Business Development Fund, is progressing as planned in Azerbaijan’s Jabrayil district, according to a statement from BP cited by Report. Following the final investment decision in June 2025, the $200 million project to build a 240MW AC solar plant has awarded two significant contracts.

The first, a $117 million Engineering, Procurement, and Construction (EPC) contract, was granted to Intec and Complant. This covers engineering, procurement, construction, and two years of operation and maintenance. Construction is underway, with site mobilization completed and earthworks and internal road construction ongoing. The second, a $29 million contract for solar panel supply, was awarded to Trina Solar (Schweiz) AG, with the first shipment arriving at the site in August 2025.

Colin Allan, director of Shafag (Jabrayil) Solar Limited (SJSL), expressed satisfaction with the project’s progress, highlighting the collaboration with SOCAR Green, the Azerbaijan Business Development Fund, and other stakeholders. During earthworks, an archaeological site was uncovered in the project’s northern area, potentially dating to the Bronze or Early Iron Ages. The site features grinding stone fragments, clay pottery shards, and river stone structures. SJSL is working with Azerbaijan’s Institute of Archaeology and Anthropology to evaluate its historical significance.

The project, expected to create up to 400 jobs at its peak, is set to continue construction through mid-2027, prioritizing local resources. The Shafag project is integrated with the Sangachal Terminal Electrification (STEL) project through a “virtual power transfer arrangement,” enabling the terminal to connect to Azerbaijan’s national grid, operated by AzerEnerji, via a new 220/110 kV substation. This initiative is projected to cut operational emissions at the Sangachal terminal by approximately 50%, allowing the phased removal of seven gas turbines to redirect fuel gas for export.

SJSL’s ownership is divided among BP (50.01%), SOCAR Green (39.99%), and the Azerbaijan Business Development Fund (10%), with Lightsource bp, a BP subsidiary, serving as the project developer.
