Azerbaijan's Parliament Adopts Law Requiring Annual Review of the Minimum Wage

In Azerbaijan, the amount of the minimum wage will now be reviewed at least once a year.

At today's session of the Milli Majlis (Parliament), a draft amendment to the Labor Code was put to discussion. According to the draft, the amount of the minimum wage will be reviewed at least once a year by the relevant body determined by the executive authority, based on proposals from that body.

It was noted that the minimum wage is a mechanism aimed at ensuring workers' minimum standard of living and is recognized worldwide as one of the main tools of social policy. This issue is constantly monitored by the International Labour Organization (ILO). In the World Bank Group's “Business Ready” report, the lack of a mandatory legislative requirement for periodic updating of the minimum wage was identified as one of the factors causing Azerbaijan to lose points.

To address this shortcoming, within the framework of the measure “Implementation of legislative reforms in the field of labor relations and employment” related to the “Labor Force” indicator of the World Bank Group's “Business Ready” report — approved on February 19, 2025 by the Deputy Prime Minister of the Republic of Azerbaijan and Chairman of the Commission on Business Environment and International Rankings — the need arose to amend the Labor Code. Accordingly, the relevant draft law was prepared and submitted to parliament.

The adoption of the draft will ensure the periodicity of determining the minimum wage and eliminate the reason for point losses noted in the “Business Ready” report.

Following extensive discussions, the draft law was put to a vote and adopted in the first reading.
